The Court of Auditors requests an audit from 2026 of the guidance monitoring platform designed by Onisep

What future for Onisep? Created in 1970, the National Information Office on Education and Professions worries the judges of the Court of Auditors, who would like to see its strategy more clearly. In a report published on March 21, they ask for more rigorous control of the two control authorities, the ministries of national education and higher education, as well as a clarification of the relations maintained between Onisep and the regions.

In 2018, the law “for the freedom to choose one’s own professional future” transferred the responsibility for preparing documentation on education and professions to the regions, entrusting them with the missions until now carried out by the regional directorates of ‘Onisep. On this occasion, the office lost a third of its staff and now has 330 agents for a budget of almost 30 million euros in 2022.

According to the Court of Accounts, which attacks the control ministries, this modification of Onisep’s positioning “It was poorly transcribed by the two contracts of objectives and results 2017-2019 and 2021-2023, very insufficient in their content, their wording and their indicators”.

Risk of “duplication”

Despite the signing of agreements between the office and its partners, “often imprecise”points out the Court, the new framework “It takes time to establish and the distribution of functions on the ground is not always clear”.

Above all, the regions “they seem to want to develop quickly” their own knowledge in terms of information for guidance and “some are reluctant to engage in deep cooperation”. The French Regions association also asked the government, on March 8, to suspend the Avenir(s) platform, Onisep’s flagship project that must be launched at the beginning of the 2024 school year, considering that it risks “doubling the resources produced by the regions, which poses difficulties in terms of capacities”. Onisep expects at least 6 million students to be connected to the platform by 2024.

Avenir(s), which should be implemented first for fifth grade studentsmy in the last year and then at the beginning of the 2025 school year for students and apprentices, does not convince the financial magistrates who express their opinion on the matter. “Strong uncertainties”. “Its development and implementation must be the subject of special attention, in particular with an interim audit (in 2026) allowing it to be redirected if necessary, or even stopped”they say.
